    Background: A crowd of about 500 staged a noisy demonstration outside the South Vietnamese consulate in New Delhi yesterday (Thursday) to protest against the attack earlier this week on the Indian consulate in Saigon.

    The demonstrators, who included members of the ruling Congress party and youth organisations, demanded an immediate apology for the attack on the Indian consulate and on Indian-owned shops in Saigon.

    Scuffles broke out as riot police, armed with shields, ropes and tear gas, battled to keep the demonstrators away from the consulate building.

    After the demonstrators had burned an effigy of South Vietnamese President Thieu, police finally allowed a small party to approach the doors of the consulate to submit a memorandum. Receiving no reply after hammering on the door, the demonstrators retired after pinning their note to the door.

    Meanwhile, in Calcutta, Bengalis gave a big welcome to Viet Cong leader Madame Nguyen Thi Binh when she flew in on her way back to Hanoi after visiting India and Ceylon.

    Madame Binh's visit to India as a Government guest had strained relations between New Delhi and Saigon.
