    United States Secretary of State, Christian Herter, flew into Orly Airport, Paris, Dec. 13, for the NATO Ministerial Conference - opened Dec. 14. He was greeted by America's Ambassador in Paris, Mr. Houghton.

    In his arrival speech, Mr. Herter warned that Western Powers must adopt a realistic attitude at the Paris meeting and not be misled by unjustified optimism. "The sense of crisis appears to have lessened of late. We welcome this - but it remains to be seen whether the Soviet Union is prepared to negotiate. It would be a grave error to base our plans for future on a more optimistic appraisal than is warranted by the facts". The defensive face of the Alliance and its later development, he stressed, were of essential importance.

    Referring to America' Mr. Herter said: "Let me tell you that we have always given NATO our full support. That continues to be our policy." There is a strong American feeling that some Atlantic countries, are not meeting their military obligations.

    The Council meeting will discuss two main points: general state of the NATO alliance and the individual contributions to it - and the international political situation and Western plans for an East-West summit meeting next year. The conference will be followed at the weekend by a meeting of the 'Big Four' - President Eisenhower, Harold Macmillan, Dr. Adenauer and President de Gaulle.
