Background: The Secretary to the Canadian Government Cabinet and Civil Service Chief, Mr. Gordon Robertson, met Nigerian Head of State General Yakubu Gown on Tuesday (May 1) during his official ten-day visit. Mr. Robertson, on a tour of six of Nigeria's states to examine the country's public services at the invitation of the Federal Government, paid a courtesy call on General Gown at his Dodan Barracks headquarters.

The two men discussed Nigeria's methods of government, and General Gowon said the Federal Government operated on loyalty to the nation and the people -- not to any political party or ethnic group. General Gowon said his government practised' true democracy' in its decision-making processes.
