    In Ethiopia, the military government of Lieutenant Colonel Mengistu Haile-Mariam is believed to be poised to re-launch its stalled offensive against separatist forces in Eritrea.

    SYNOPSIS: The Ethiopian government is reported to have been shifting troops to the Eritrea region in preparation for a new offensive. Thousands of troops are believed to have been airlifted to the region and roads used by rebel separatist forces have been sprayed with defoliant to reduce cover. Government troops have been flown from the country's other war zone, in the Ogaden, to the Eritrean town of Massawa, according to the Reuters News Agency.

    At present military activity is little and here General Merid Negussi, commander of units located near Asmara, addressed troops before a ceremony of revolutionary oath taking. At the moment, clashes between government forces and the Eritrean People's Liberation Front, EPLF, are few and have comprised mainly artillery and air strikes by the Ethiopians. But EPLF spokesmen claim the government is preparing a new offensive and Lieutenant Colonel Mengistu was, at the weekend visiting Moscow where, it is believed he was to discuss the Eritrean situation with Soviet leaders.
