    Britain, Malta and NATO today (Saturday) made progress towards a settlement of the dispute over payments for Britain's defence facilities in Malta.

    After seven hours of talks with British Defence Security Lord Carrington and NATO Secretary-General Dr. Joseph Luns, the Maltese Premier, Mr. Dom Mintoff, announced that his Government was lifting the ultimatum on the withdrawal of British forces, due to expire today.

    There was no immediate indication what progress had been made, but on arrival in London, Lord Carrington said there was a possibility of getting terms for a new defence agreement. But he said British forces withdrawals would continue as planned.

    On the question of payments for the Malta base, Lord Carrington said if any more money was offered, it would be NATO money and not British money
