    WHEAT STOCKS ARE GROWING IN THE NORTHERN INDIA PROVINCE OF HARYANA AS THOUSANDS OF TONS OF GRAIN POUR INTO MAIN CENTRES AFTER WHAT COULD BE THE SECOND RECORD HARVEST IN TWO YEARS. THE BUMPER HARVEST COINCIDES WITH A YEAR OF DROUGHT AND FLOODS IN SOUTHERN STATES.

    HARYANA IS HAVING AN APPARENT WHEAT REVOLUTION THIS YEAR DESPITE FAILURE OF THE RAINS LAST WINTER.

    SUCCESS OF THE HARVEST HAS BEEN ATTRIBUTED TO SEVERAL CAUSES -- AMONG THEM THE TAPPING OF UNDERGROUND WATER SUPPLIES, PLANTING OF HIGH-YIELDING VARIETIES OF GRAIN, AND WIDE-SPREAD FERTILISER USE.

    MECHANISED THRESHING, AND THE USE OF TRACTORS AND MECHANICAL EQUIPMENT IN PLACE OF THE TRADITIONAL OXEN, ARE ALSO SPEEDING UP THE FARMERS' WORK.

    GOVERNMENT OFFICIALS BELIEVE THAT HARYANA PROVINCE WHICH HAS A DEFICIT IN WHEAT LAST YEAR'S RECORD HARVEST OF 1,438,000 (1,460-MILLION KGMS) SHOULD PRODUCE AT LEAST 1,320,000 TONS THIS YEAR, WITH THE POSSIBILITY OF ANOTHER RECORD.

    SO FAR THE GOVERNMENT HAS BOUGHT 110,000 TONS (112-MILLION KGMS) -- MORE THAN THREE TIMES THE LEVEL AT THE SAME TIME LAST YEAR. THIS SUPPLY IS KEPT FOR RESERVE STOCKS, CONTROLLED-PRICE SALES AND DISTRIBUTION TO OTHER STATES.

    BULLOCK CARTS, TRACTOR-DRAWN TRAILERS, TRUCKS, DONKEYS AND CAMELS ARE BEING USED TO CARRY THE HARVEST IN TO MARKETS, WHERE FARMERS CAN SELL THEIR HARVESTS ON THE SPOT.

    THE MAIN PROBLEM FOR THE FARMER NOW IS TO MAINTAIN A BALANCE BETWEEN SUPPLY AND THE PRICE HE GETS IN A MARKET ALREADY BEGINNING TO SUFFER FROM THE EFFECTS OF PLENTY.
