    IN TOKYO TODAY (WEDNESDAY), RUSSIA CALLED ON ALL MEMBERS OF THE INTERNATIONAL ATOMIC ENERGY AGENCY TO CONCLUDE AN IMMEDIATE AGREEMENT ON THE BANNING OF NUCLEAR WEAPONS.THE SOVIET UNION ALSO PROPOSED THAT EVERY MEMBER NATION SHOULD UNCONDITIONALLY REFRAIN FROM USING NUCLEAR WEAPONS AND PROMOTE TALKS FOR TOTAL DISARMAMENT AND A BAN ON NUCLEAR WEAPONS.

    THE NINTH GENERAL CONFERENCE OF THE AGENCY OPENED IN THE JAPANESE CAPITAL YESTERDAY TO FIND WAYS OF STOPPING THE USE OF NUCLEAR MATERIALS FOR MILITARY PURPOSES.AS THE CONFERENCE OPENED, IT WAS LEARNT THAT THE JAPANESE GOVERNMENT HAD REJECTED A SOVIET PROPOSAL TO ADOPT A SOLUTION CALLING FOR A TOTAL BAN ON NUCLEAR WEAPONS.

    THE JAPANESE FOREIGN MINISTRY SAID THE RUSSIAN PROPOSAL, MADE ON SEPTEMBER 7 THROUGH THE SOVIET CHARGE D'AFFAIRES IN TOKYO, WAS A POLITICAL QUESTION WHICH SHOULD NOT BE DISCUSSED AT THE CONFERENCE.

    THE WEEK-LONG CONFERENCE IS THE FIRST I.A.E.A.GENERAL MEETING TO BE HELD OUTSIDE GENEVA.MORE THAN 300 DELEGATES FROM 67 OF THE 98 MEMBER COUNTRIES ATTENDED THE OPENING CEREMONY.

    (THE CHAIRMAN OF THE AMERICAN ATOMIC ENERGY MISSION TOLD THE CONFERENCE TODAY THAT HALF THE TOTAL ELECTRIC POWER GENERATED IN THE U.S.WOULD BE FROM NUCLEAR ENERGY BY THE YEAR 2000.
