    Background: THE CENTRAL AFRICAN CUSTOMS AND ECONOMIC UNION (UDEAC) ANNOUNCED ON THURSDAY (DECEMBER 12) THAT CHAD'S WITHDRAWAL FROM THE ORGANISATION WOULD NOT PREVENT THAT COUNTRY FROM CO-OPERATING WITH ITS FORMER PARTNERS. THIS WAS STATED IN A COMMUNIQUE ISSUED AT THE END OF THE UDEAC SUMMIT MEETING ATTENDED BY CONGO-BRAZZAVILLE, GABON, CAMEROUN, THE CENTRAL AFRICAN REPUBLIC AND CHAD.

    THE COMMUNIQUE WELCOMED THE CENTAL AFRICAN REPUBLIC'S DECISION TO RETURN TO UDEAC. THE REPUBLIC LEFT UDEAC LAST APRIL WITH CHAD TO FROM THE UNION OF CENTRAL AFRICAN STATES (UEAC) WITH CONGO-KINSHASA, BUT ON MONDAY (DECEMBER 9) PRESIDENT JEAN BEDEL BOKASSA SAID THE CENTRAL AFRICAN REPUBLIC WAS LEAVING THE NEWLY-FORMED UNION AND REVERTING TO FULL MEMBERSHIP OF UDEAC.

    THE COMMUNIQUE ANNOUNCED RENEWAL OF THE MANDATE OF M. CHARLES ONANA AWANA (CAMEROUN) AS SECRETARY-GENERAL OF THE ORGANISATION.

    THE CONFERENCE ALSO DECIDED THAT THE HEADQUARTERS OF UADEAC SHOULD REMAIN AT BANGUI IN THE CENTRAL AFRICAN REPUBLIC. IT APPROVED MODIFICATIONS OF EXCISE DUTIES BETWEEN MEMBER COUNTRIES AND A PLAN TO SET UP A FUND FOR MUTUAL AID AND CREDIT GUARANTEES.

    THE CONFERENCE WAS ATTENDED BY PRIME MINISTER ALFRED RAOUL OF CONGO-BRAZZAVILLE; PRESIDENT ALBERT BERNARD BONGO OF GABON; PRESIDENT AHMADOU AHIDJO OF CAMEROUN; PRESIDENT JEAN BEDEL BOKASSA OF THE CENTRAL AFRICAN REPUBLIC AND M. ABDOULAYE LAMANA, THE CHAD ECONOMICS MINISTER.

    THE PRESIDENTS OF GABON, CAMEROUN AND THE CENTRAL AFRICAN. REPUBLIC LEFT FOR HOME ON THURSDAY AND WERE GIVEN OFFICIAL SEND-OFFS.
