    ALBERT KALONJI, SELF-STYLED KING OF SEPARATIST SOUTH KASAI, THE MINING PROVINCE IN THE CONGO, APPEARED BEFORE A COURT OF APPEALS IN LEOPOLDVILLE, THE CONGOLESE CAPITAL, APRIL 16, TO APPEAL AGAINST DETENTION IMPOSED ON HIM SINCE HIS ARREST LAST DECEMBER.

    MR. KALONJI, WHO HAD REPRESENTED SOUTH KASAI IN THE CONGOLESE CENTRAL PARLIAMENT, LOST HIS IMMUNITY BY A VOTE IN PARLIAMENT AFTER HIS ARREST. HE WAS DENIED CHARGES OF ASSAULT BROUGHT BY TWO RIVAL POLITICIANS, ONE OF WHOM CLAIMED HE HAD BEEN SCOURGED NAKED WITH A HIPPOPOTAMUS WHIP IN FRONT OF MR. KALONJI'S WIFE.

    IF MR. KALONJI LOSES THE APPEAL HE MUST BE BROUGHT TO TRIAL WITHIN ONE MONTH. ON THE EVE OF THE HEARING, THE CONGOLESE GOVERNMENT ASKED THE UNITED NATIONS TO SEND TROOPS TO SOUTH KASAI TO GUARANTEE FREEDOM OF MOVEMENT FOR ALL PERSONS THERE AND TO KEEP THEM THERE UNTIL THE SOUTH KASAI GENDARMERIE IS INCORPORATED INTO THE CONGOLESE NATIONAL ARMY.
