    KIMBER:: "The situation in the Lebanon now. How serious is that, and do you see any way where it is eventually going to resolve itself?"



    GHASSAN TUENI: "Resolve itself is a difficult word to use in the present context. But I think that though one cannot be an optimist while such destruction is taking place, i think it is fair to say that so many efforts are being deployed and so many goodwill being displayed on all sides not excluding President Assad, that some form of a solution will be reached. Now the solution we as the Lebanese Government are aiming at is a redefinition of the security plan with a redefinition of the utilisation of the Syrian, or rather, Arab deterrent force."

    Background: A big diplomatic drive began at the United Nations on Tuesday (3 October) in an effort to bring about a ceasefire in Lebanon between Christian militias and the predominantly Syrian Arab deterrent force. The French Foreign Minister Louis de Guiringaud put forward a proposal under which the Lebanese army would be deployed between the warring sides in the Lebanese capital. monsieur de Guiringaud made his proposal during a meeting with the Unites States Secretary of State, Mr. Cyrus Vance.

    SYNOPSIS: Mr. Vance earlier met the Foreign Minister of the United Arab Emirates, Ahmed Khalifa Al-Suweidi to discuss the Camp David agreements.

    His meeting with Monsieur de Guiringaud followed. Although no details were given about implementing the plan, a State Department spokesman said the United States was making "parallel and complementary efforts" in support of the French proposals. The spokesman said Mr. Vance believed a ceasefire was essential: and that was at the centre of the French initiative.

    Mr. Vance then called in the Lebanese Ambassador to the United Nations, Ghassan Tueni, to discuss the French initiative. Later, however, the Ambassador refused to be specific about the proposals for a ceasefire, when he spoke to Visnews reporter, Peter Kimber.
