    Background: AN 11-MAN DELEGATION FROM PAKISTAN ARRIVED IN NEW DELHI YESTERDAY TO HOLD TALKS WITH INDIAN REPRESENTATIVES ON SHARING THE WATERS OF THE RIVER GANGES. IT IS A CONTINUATION OF A MEETING HELD IN NEW DELHI LAST MAY AND WHICH ENDED IN DEADLOCK.

    SEARCH FOR A COMPROMISE IN THE DISPUTE HAS BEEN GOING ON FOR SOME TIME. INDIA CLAIMS THAT PAKISTAN IS INFLATING ITS WATER REQUIREMENTS FROM THE GANGES, WHICH RUNS FOR NINE-TENTHS OF ITS 1,400-MILE (2,253 KM.) COURSE OUTSIDE PAKISTAN.

    FOR ITS PART, PAKISTAN ACCUSES INDIA OF FORECLOSING ISSUES BY GOING AHEAD WITH PROJECTS ON THE GANGES, REGARDLESS OF ITS RIGHTS AS CO-RIPARIAN. THE MOST IMPORTANT OF THESE IN RELATION TO THE DISPUTE IS THE FARAKKA BARRAGE, BEING BUILT BY INDIA TO STOP THE SILTING UP OF CALCUTTA PORT AND TO PROVIDE FRESH WATER LOCALLY.

    THE PAKISTAN TEAM IS BEING LED BY MR. S.S. JAFRI, SECRETARY OF THE PAKISTAN MINISTRY OF INDUSTRIES AND NATIONAL RESOURCES, AND THE INDIAN TEAM IS LED BY THE SECRETARY TO THE INDIAN MINISTRY OF IRRIGATION AND POWER, MR. K.P. MATHRANI.
