    FRANCE CONTENDS THAT HER FISHING BOATS HAVE A RIGHT TO TAKE LOBSTERS ABOVE THE CONTINENTAL SHELF, MAINTAINING THAT THE LOBSTERS ARE SWIMMING IN INTERNATIONAL WATERS. BUT BRAZIL ARGUES THAT LOBSTERS STAY ON THE OCEAN FLOOR... AND THAT THEY BELONG TO BRAZIL BECAUSE THEY LIVE ON ITS CONTINENTAL SHELF. THE SHELF EXTENDS 100 MILES INTO THE ATLANTIC OCEAN IN SOME PLACES.

    BRAZIL HAS OBJECTED STRONGLY TO THE APPEARANCE OF FRENCH WARSHIPS IN THE AREA. THE LATIN AMERICAN COUNTRY HAS SENT THE BATTLESHIP "PARANA" TO STRENGTHEN HER HAND AGAINST THE FRENCH.
