    INTERVIEW (S.O.F.)

QUESTION: "MR. SANDYS. FOLLOWING YOUR HUSTLING BETWEEN KARACHI AND DELHI, DO YOU THINK THAT A SETTLEMENT OF THE KASHMIR DISPUTE CAN BE ACHIEVED?

ANSWER: "WELL, IT WOULD BE A RASH MAN WHO SAYS THAT IT WILL BE ACHIEVED BUT I AM PERFECTLY CERTAIN THAT IT CAN BE ACHIEVED AND I'M VERY HOPEFUL THAT IT WILL BE.

QUESTION: "MR. NEHRU HASN'T REMAINED ENTIRELY ENTHUSIASTIC PARTICULARLY WHEN HE SPOKE INI PARLIAMENT ON FRIDAY DOES THIS CONCERN YOU?

ANSWER: "WELL IT DID CONCERN ME WHEN I WAS SHOWN HIS STATEMENT. I WAS JUST ON MY WAY BACK TO ENGLAND AND I RUSHED BACK TO DELHI TO FIND OUT WHAT IT WAS ABOUT. BUT IT WAS REALLY A MISUNDERSTANDING. HE ISSUED A VERY CLEAR AND REALLY HELPFUL STATEMENT WHICH I HOPE WILL PUT THINGS BACK AGAIN IN THEIR PROPER PROSPECTIVE.

QUESTION: "DO YOU THINK THERE IS A GENUINE WILLINGNESS...WHAT ABOUT THE MOOD IN KARACHI? THERE HAVE BEEN RUMOURS OF A NON-AGGRESSION PACT BEING SIGNED WITH CHINA?

ANSWER: "IT IS VERY UNFORTUNATE - THAT RUMOUR, AND I THINK IT'S UNFORTUNATE IT WASN'T DENIED FIRMLY AND OFFICIALLY. BUT THE FACT IS, I AM SURE, CERTAINLY IN MY TALKS IN PAKISTAN...I FIRMLY BELIEVE THAT THERE'S NO FOUNDATION FOR THAT RUMOUR WHATSOEVER."

Background: BRITAIN'S COMMONWEALTH RELATIONS SECRETARY, MR DUNCAN SANDYS, ARRIVED BACK IN LONDON THIS MORNING (MONDAY) AFTER A SERIES OF DISCUSSIONS BETWEEN PAKISTAN AND INDIA IN AN ATTEMPT TO HELP SOLVE THE DISPUTE OVER KASHMIR.

BOTH INDIA AND PAKISTAN HAVE TERRITORIAL CLAIMS OVER KASHMIR AND THE DISPUTE BETWEEN THEM HAS CAUSED BITTERNESS EVER SINCE THE TWO NATIONS WERE CREATE IN 1947.

MR SANDYS ORIGINALLY WENT TO DELHI TO DISCUSS INDIA'S NEEDS FOR BRITISH AID FOLLOWING THE CLASHES BETWEEN INDIAN AND CHINESE FORCES.

LATER, MR SANDYS STAYED TO URGE BOTH INDIA AND PAKISTAN TO NEGOTIATE THEIR DISPUTE OVER KASHMIR. HE HAD PERSONAL EXCHANGES WITH THE INDIAN PRIME MINISTER, MR NEHRU, AND THE PRESIDENT OF PAKISTAN, FIELD MARSHAL AYUB KHAN, DURING WHICH THEY AGREED TO HOLD TALKS.

JUST BEFORE HE WAS DUE TO RETURN TO LONDON, MR SANDYS WENT BACK TO DELHI FOR A FURTHER TALK WITH MR. NEHRU. MR. SANDYS WAS ASKED ABOUT HIS NEGOTIATIONS WHEN HE RETURNED TO LONDON AIRPORT:
