    IN STOCKHOLM AT TODAY'S (WEDNESDAY'S) OPENING OF THE MINISTERIAL COUNCIL OF THE EUROPEAN FREE TRADE ASSOCIATION, MR.EDWARD HEATH OF BRITAIN, SAID FRANCE HAD FIRMLY RESISTED BRITISH EFFORTS TO ESTABLISH MULTILATERAL CONTACT WITH THE PERMANENT REPRESENTATIVES OF THE SIX COMMON MARKET COUNTRIES.

    IN JULY HE SAID, BRITAIN HAD RECEIVED AN OFFER OF CONTACT THROUGH THE WESTERN EUROPEAN UNION, AND HAD ASSURED OTHER EFTA COUNTRIES THAT SHE WOULD KEEP THEM FULLY INFORMED OF WHAT HAPPENED AT WEU MEETINGS.

    AFTERWARDS, EFTA SOURCES SAID MINISTERS DID NOT SEE ANY PROSPECT OF NEGOTIATIONS IN THE IMMEDIATE FUTURE WHICH COULD END THE DIVISION OF EUROPE INTO THE TWO TRADE GROUPS.

    THE MINISTERS AGREED THAT A MORE INTENSIVE CHECK WILL HAVE TO BE KEPT ON PROGRESS TOWARDS THE ABOLITION OF QUOTAS WITHIN EFTA IF IT IS TO ACHIEVE ITS AIM OF COMPLETE ABOLITION IN THREE YEARS TIME.THEY ALSO DECIDED TO LAUNCH A PUBLICITY CAMPAIGN ON EFTA SINCE BRITAIN'S FAILURE TO GET IN THE COMMON MARKET.THE MEETING CONTINUES TOMORROW.
