    POLICE AUTHORITIES IN THE OLD WEST GERMAN GARRISON TOWN OF MINDEN STATED JUNE 12 THAT IN THE YEAR ENDING JUNE 1 THERE WERE 146 KNOWN INCIDENTS IN WHICH BRITISH SOLDIERS WERE INVOLVED IN CRIMINAL OFFENCES. IN THE FIRST SIX MONTHS OF THAT YEAR THERE HAD BEEN 30 OFFENCES INVOLVING MEN OF THE 1ST BATTALION OF THE CAMERONIANS (SCOTTISH RIFLES) - THE SUBJECT OF MUCH CRITICISM IN THE TOWN - COMPARED WITH 13 ATTRIBUTED TO OTHER REGIMENTS.

    THE COLOSSEUM CAFE, NEAR THE MINDEN WATERFRONT, MUCH FREQUENTED BY BRITISH TROOPS, HAS BEEN SUPPLIED WITH A PERMANENT MILITARY POLICE GUARD ON FRIDAY AND SATURDAY NIGHTS SINCE 19 CAMERONIANS WERE ARRESTED AFTER A BRAWL ON APRIL 8. ACCORDING TO THE PROPRIETOR OF THE CAFE, THE "SCOTS ARE THE WORST WE HAVE EVER HAD. I COME FROM UPPER SILESIA AND I AM IN MY ELEVENTH YEAR HERE. WE HAVE HAD POLES, SPANIARDS, AND ALL KINDS OF NATIONALITIES... SOLDIERS HAVE COME HERE A BIT WILD FROM KOREA, BUT THEY QUIETENED DOWN AFTER TWO OR THREE HAD BEEN CHARGED. BUT NOT THE SCOTS".

    COLONEL KETTLES, COMMANDING OFFICER OF THE CAMERONIANS STATIONED IN MINDEN, SAID JUNE 12 THAT HE HAD IMPOSED A 2 A.M. CURFEW ON HIS 580 MEN. HE REJECTED A GERMAN ALLEGATION THAT THE CRIME IN THE AREA HAD INCREASED SINCE HIS REGIMENT MOVED IN FROM KENYA TWO YEARS AGO. "THE CRIME RATE WITH THIS BATTALION IS JUST THE SAME AS IN ANY OTHER PART OF THE BRITISH ARMY", HE SAID.

    POLICE COMMISSIONER HARTZ, CHIEF OF THE MINDEN CRIMINAL INVESTIGATION DEPARTMENT, SAID THE CAMERONIANS' CRIMES "GO RIGHT THROUGH THE BOOK" BUT THEY WERE PREDOMINANTLY CASES OF CAUSING BODILY HARM AND DAMAGING PROPERTY SUCH AS SLOT MACHINES". HERR ARNOLD KRAMPE, SENIOR LOCAL GOVERNMENT OFFICIAL FOR MINDEN COUNTY, SAID IT WAS NOT POSSIBLE TO COMPARE THE CRIME RATE BEFORE AND AFTER THE CAMERONIANS' ARRIVAL. "WE DID NOT START KEEPING STATISTICS UNTIL THE CAMERONIANS CAME AND THE RATE OF INCIDENTS WENT UP".

    ON JUNE 10 THREE MEN OF THE CAMERONIANS WERE SAID TO HAVE ATTACKED AND INJURED TWO ITALIAN WORKERS IN MINDEN. THEY WERE HANDED OVER TO BRITISH MILITARY POLICE.

    SPEAKING AT A PRESS CONFERENCE AT THE WAR OFFICE, LONDON, JUNE 13, GENERAL JAMES CASSELS, COMMANDER-IN-CHIEF OF THE BRITISH ARMY OF THE RHINE, ACCUSED GERMAN "BAD HATS" OF STARTING "QUITE A LOT OF THE INCIDENTS" BETWEEN BRITISH TROOPS AND GERMAN CIVILIANS. HE DENIED THAT THE COURT MARTIAL RATE IN THE RHINE ARMY HAD INCREASED RECENTLY.
