    BRITAIN'S PRIME MINISTER, MR. HAROLD WILSON, LEFT LONDON AIRPORT TODAY (SUNDAY) FOR KEY TALKS WITH THE AMERICAN PRESIDENT, MR. JOHNSON. THE FOREIGN SECRETARY, MR. PATRICK GORDON WALKERS, AND THE DEFENCE MINISTER, DENNIS HEALEY, FLEW IN THE SAME AIRCRAFT. THIS WILL BE THE FIRST TIME MR. WILSON WILL HAVE MET PRESIDENT JOHNSON SINCE BECOMING PRIME MINISTER.

    IT IS BELIEVED THAT THE MAIN TOPIC BETWEEN THE TWO STATESMEN WILL BE THE FUTURE OF THE NORTH ATLANTIC TREATY ORGANISATION. MR. WILSON IS ALSO EXPECTED TO PRESS FOR CLOSER ANGLO-AMERICAN CO-OPERATION OUTSIDE N.A.T.O., ESPECIALLY IN THE PERSIAN GULF AND INDIAN OCEAN AREAS.

    THE BRITISH GOVERNMENT APPEARS TO MANY OBSERVERS TO ATTACH GREATER MILITARY IMPORTANCE TO THE ZONE EAST OF SUEZ OF SUEZ THAT TO ALMOST ANY OTHER AREA OF THE WORLD. TALKS HAVE BEEN GOING ON FOR SOME TIME ABOUT THE CREATION OF LONG-TERM NAVAL AIR-BASE FACILITIES ON ISLANDS IN THE INDIAN OCEAN.

    WHEN THE WASHINGTON TALKS CENTRE ON NATO MR. WILSON AND PRESIDENT JOHNSON WILL EXAMINE THE AMERICAN PROJECT FOR A MIXED-MANNED NUCLEAR SURFACE FLEET (MLF) AND THE COUNTER-PROPOSALS WHICH ENVISAGE THE USE OF EXISTING WEAPONS -- SUCH AS POLARIS SUBMARINES.

    THE BRITISH GOVERNMENT IS EXPECTED TO FOLLOW- UP THE WASHINGTON TALKS WITH A NEW ROUND OF MEETINGS WITH MAJOR NATO PARTNERS. THE FIRST OF THESE WILL BE ON FRIDAY, WITH DR. SCHROEDER, THE WEST GERMAN FOREIGN MINISTER.
