    Background: WEST GERMANY AND ISRAEL TODAY (THURSDAY) ESTABLISHED DIPLOMATIC RELATIONS. THE MOVE FOLLOWED SEVERAL MONTHS OF TALKS AND NEGOTIATIONS BETWEEN REPRESENTATIVES OF THE TWO GOVERNMENTS. THE ANNOUNCEMENT HAS LED TO IMMEDIATE REACTION THROUGHOUT THE ARAB WORLD - AND WITHIN HOURS SEVEN ARAB EMBASSIES IN BONN HAD BEEN CLOSED.
    NEGOTIATIONS HAVE BEEN GOING ON FOR SOME TIME BETWEEN ISRAEL AND GERMANY -- AND IN MARCH IT WAS ANNOUNCED THAT WEST GERMANY HAD RECOGNISED ISRAEL. MORE INTENSIVE TALKS FOLLOWED, CULMINATING IN TODAY'S (THURSDAY) ANNOUNCEMENT. FOR WEST GERMANY, CHANCELLOR ERHARD'S SPECIAL ENVOY DR. KURT BIRRENBACH HAS SPENT MANY WEEKS IN ISRAEL'S CAPITAL, TEL AVIV, DISCUSSIONS WITH ISRAEL LEADERS VARIOUS ASPECTS OF THE PROPOSED ESTABLISHMENT OF RELATIONS, AND EXCHANGE OF DIPLOMATS.
    WHILE DR. BIRRENBACH WAS IN ISRAEL, THE CAPITAL WAS SUBJECTED TO A WAVE OF ANTI-GERMAN RIOTING. DEMONSTRATORS MARCHED THROUGH THE STREETS SHOUTING SLOGANS AND WAVING BANNERS CARRYING SUCH INSCRIPTIONS AS "GERMAN MILITARISM IS THE ENEMY OF HUMANITY", AND "NO PARDON FOR THE MURDERERS OF SIX MILLION JEWS."
    WHEN THE ANNOUNCEMENT OF WEST GERMAN RECOGNITION OF ISRAEL CAME, ARAB COUNTRIES PLACED EXTRA POLICE GUARDS OUTSIDE GERMAN EMBASSIES IN CASE THE MANY ANTI-BONN DEMONSTRATIONS GOT OUT OF CONTROL. ONE SUCH EMBASSY WAS THAT IN CAIRO, CAPITAL OF THE UNITED ARAB REPUBLIC.
    TODAY, THURSDAY, THE PROCLAMATION OF THE ESTABLISHMENT OF RELATIONS WAS MADE JOINTLY IN TEL AVIV AND BONN. NEWSMEN IN BONN WERE TOLD OF THE AGREEMENT AT A NEWS CONFERENCE ADDRESSED BY MR. KARL-GUNTHER CON HASE, WHO IS HEAD OF THE WEST GERMAN PRESS AND INFORMATION OFFICE. MR. HASE SAID THAT THE WEST GERMAN CHANCELLORS, DR. LUDWIG ERHARD, HAD WRITTEN TO ALL ARAB LEADERS ASKING FOR UNDERSTANDING OF THE WEST GERMAN DECISION AND APPEALING FOR CO-OPERATION IN AVOIDING DAMAGE TO ARAB-GERMAN RELATIONS.
    THE ANNOUNCEMENT HAS BROUGHT IMMEDIATE REACTION FROM THE ARAB GOVERNMENTS, INFORMED IN ADVANCED OF THE IMPENDING EXCHANGE OF AMBASSADORS. EGYPT, AND SIX OTHER ARAB STATES, (IRAQ, SYRIA, JORDAN, SAUDI ARABIA, ALGERIA AND THE LEBANON) AT ONCE CLOSED THEIR BONN EMBASSIES. THE SUDAN HAS ANNOUNCED IT TOO WILL CLOSE ITS EMBASSY ON THE DAY THE ISRAELI AMBASSADOR ARRIVED IN BONN, OR WHEN THE WEST GERMAN AMBASSADOR ARRIVED IN ISRAEL.
    IN HIS NOTE TO ARAB GOVERNMENTS, DR. ERHARD SAID HE HOPED THE RELATIONS WOULD SOON BE RE-ESTABLISHED, AND ADDED "THE GERMAN HAND REMAINS OUTSTRETCHED TOWARDS THE ARABS."
