    TRANSCRIPT: SEQ. 1: MAURITIAN DELEGATE RADHA RAMPHUL: "In accordance with the relevant United Nations resolutions - One: strongly condemns all acts of provocation and harassment, including military threats and attacks, murder, arson, kidnapping and destruction on property, committed against Botswana by the illegal regime in Southern Rhodesia. Two: condemns all measures of political repression by the illegal regime that violate fundamental rights and freedoms of the people of Southern Rhodesia and contribute to instability and lack of peace in the region as a whole."

    SEQ. 2: MOZAMBIQUE DELEGATE JOSE LOBO: "The danger of instability and lack of peace in Southern Africa becomes very clear, specially when one realises that since the forces of the illegal minority regime in British colony of Southern Rhodesia started its incursions into neighbouring countries. Most of their targets have been refugee camps like (indistinct) in Mozambique, defenceless villagers like those of (indistinct) in Botswana and (indistinct) in Mozambique. Most of the victims of the Rhodesian forces are those children, women and elder people who are cowardly murdered by the racist soldiers and Smith's mercenaries finding the ZIPA freedom fighters too heavy to deal with."

    SEQ. 3: WEST GERMAN DELEGATE, RUDIGEAR VON WECHMAR: "My delegation deplores the untenable situation created by the regime in Salisbury in regards the development outlined by the Foreign Minister of Botswana as most regrettable. It can only render more difficult the search for a peaceful solution to the Rhodesian problem, the solution which should lead the country to self-determination and conformity with the freely-expressed wishes of its population. We believe that the present situation described in the letters by the permanent representative of Botswana, and outlined in the statement by the Foreign Minister of Botswana as a result of repeated violations of Botswana's territorial integrity by the illegal Smith regime, must be viewed in the overall perspective of the events which have occurred since the so-called declaration of independence in Southern Rhodesia."

    Background: INTRODUCTION: The United Nations Security Council has accepted Botswana's charge that Rhodesian forces have violated its sovereignty. At the end of its first debate of the year, the Council demanded an end to all such hostile acts. It also strongly condemned "all acts of provocation and harassment, including military threats and attack" committed against Botswana by Rhodesia. The resolution was approved by 13 votes to none with the United States and Britain abstaining. A Rhodesian request to take part in the debate was earlier ignored. The final arguments in the debate came from Mauritius, Mozambique, West Germany and France.

    SYNOPSIS: The French representative, M. Jacques Leprette, expressed his country's support for the United Kingdom's efforts aimed at reconvening the Rhodesian conference in Geneva. Britain's delegate, Mr. James Murray, said that in the present delicate state of negotiations being conducted by Britain, his government believed the right course was to abstain on the Council resolution. The United States Ambassador, Mr. William Scranton, said his government would follow Britain's lead.
