    The Southern Rhodesian Constitutional conference is on again in Salisbury....after a break since February 7 when the two sides - Premier Sir Edgar Whitehead and African party leaders - failed to agree on ways to amend the constitution of the self-governing colony.

    The stumbling block centred, in part, on land reform, and when the Conference opened May 15 at the request of the Premier, on African leader walked out over the same stumbling block. He was Mr. Joshua Nkomo, president of the African National Democratic Party.

    Later Mr. Nkomo, claiming his party represented the "voiceless people of the rural areas" said: "Africans are land hungry and the question is one of the most vital issues in the country and the root of much rural unrest. To continue at the conference would have been a betrayal of the African people, who have no say in running this country."
    During the ???conference sitting, police with dogs were on patrol ??? the first time.
