    MR. ROBERT NCNAMARA, PRESIDENT OF THE WORLD BANK, ANNOUNCED IN ABIDJAN ON TUESDAY (11 FEBRUARY) THAT THE BANK WILL SHORTLY APPROVE A LOAN TO THE IVORY COAST THREE TIMES LARGER THAN ALL THE MONEY IT HAS LENT THE COUNTRY SO FAR.

    MR. NCNAMARA SPENT TWO DAYS IN ABIDJAN ON THE SECOND STAGE OF HIS TOUR OF WEST AFRICA ON BEHALF OF THE WORLD BANK. HE HAD TALKS ON FINANCIAL PROBLEMS WITH THE PRESIDENT AND OTHER MINISTERS, AND THE DISCUSSION INCLUDED THE TERMS OF AN AGREEMENT UNDER WHICH THE WORLD BANK WILL LEND THE IVORY COAST 17,100,000 DOLLARS (GBP7,100,000 STERLING) FOR OIL PALM AND COCONUT PLANTATIONS.

    MR. NCNAMARA ARRIVED IN ABIDJAN FROM DAKAR, WHERE HE HAD SIGNED A 9 1/2 MILLION DOLLAR (GBP4 MILLION STERLING) LOAN AGREEMENT WITH PRESIDENT SENGHOR OF SENEGAL.

    HE REAFFIRMED THE WORLD BANK'S INTENTION TO TRIPLE ITS LOANS TO AFRICAN COUNTRIES OVER THE NEXT FIVE YEARS.

    HE SAID THE EFFORT NEEDED TO ASSURE A REGULAR AND SATISFACTORY RHYTHM TO THE ECONOMIC PROGRESS OF AFRICAN COUNTRIES WOULD OCCUPY THESE COUNTRIES AND THE COUNTRIES THAT CAME TO THEIR AID FOR MANY YEARS TO COME.

    THE BANK WANTED TO AID COUNTRIES IN RAPID GROWTH AS WELL AS THOSE ADVANCING MORE SLOWLY, HE SAID.

    PRESIDENT HOUPHOUET-BOIGNY EARLIER TOLD A COUNCIL OF IVORY COAST MINISTERS THAT THEIR COUNTRY MUST PARTICIPATE IN BROAD AND DIVERSIFIED CO-OPERATION IN ORDER TO ACHIEVE ITS AIM OF DYNAMIC ECONOMIC DEVELOPMENT.
