    THE UNITED NATIONS COMMITTEE ON DECOLONISATION ENDED ITS AFRICAN FACT-FINDING TOUR IN DAR ES SALAAM, TANZANIA, YESTERDAY (WEDNESDAY) AFTER HEARING EVIDENCE IN CONGO-KINSHASA AND ZAMBIA AS WELL AS TANZANIA. THE COMMITTEE -- WHICH REPRESENTS 24 COUNTRIES - ENDED WITH RESOLUTIONS CONDEMNING COLONIALISM AND ASKING UNITED NATIONS MEMBERS TO WITHHOLD ANY SUPPORT FOR PORTUGAL RHODESIA AND SOUTH AFRICA.

    THE COMMITTEE SET OUT ON ITS AFRICAN TOUR JUST UNDER A MONTH AGO. COUNTRIES REPRESENTED ON THE COMMITTEE ARE AFGHANISTAN, AUSTRALIA, BRITAIN, BULGARIA, CHILE, ETHIOPIA, FINLAND, INDIA, IRAN, IRAQ, ITALY, IVORY COAST, MADAGASCAR, MALI, POLAND, SIERRA LEONE, SYRIA, SOVIET UNION, TUNISIA, TANZANIA, UNITED STATES, URUGUAY, VENEZUELA AND YUGOSLAVIA.

    BRITAIN IS BOYCOTTING THE TOUR, AS IT DID A SIMILAR TOUR LAST YEAR. IT SAYS THE COMMITTEE CAN ACHIEVE NOTHING THAT IT COULD NOT DO AT UNITED NATIONS HEADQUARTERS IN NEW YORK. BRITAIN ALSO OPPOSES DISCUSSIONS ON RHODESIA AT THIS TIME. ONE OF THE COMMITTEE'S RESOLUTIONS DURING THIS TOUR HAS BEEN TO DEPLORE THAT BRITAIN HAS BEEN UNABLE TO DEPOSE REBEL REGIME IN RHODESIA.

    IN ADDITION TO THE THREE COUNTRIES VISITED, THE COMMITTEE HEARD PETITIONS FROM PEOPLE FROM RHODESIA, MOZAMBIQUE, SOUTH WEST AFRICA, MAURITIUS, AND FRENCH SOMALILAND. A SPECIAL REPRESENTATIVE OF THE U.N. SECRETARY-GENERAL, U THANT, TOLD THE COMMITTEE IN DAR ES SALAAM YESTERDAY THAT COUNTRIES DEFYING THE UNITED NATIONS AND SUPPORTING COLONIAL OR MINORITY REGIMES WERE "SOWING SEED OF A WHIRLWIND THAT WILL ONE DAY ENGULF THEM."
    THE REPRESENTATIVE, M. USU DJERRMAKOYE, SAID SOME WITNESSES AT THE COMMITTEES'S HEARINGS IN THE THREE COUNTRIES VISITED HAD CRITICISED THE UNITED NATIONS FOR FAILING TO IMPOSE ITS WILL ON SOUTH AFRICA, PORTUGAL AND RHODESIA. BUT HE POINTED OUT THAT THE U.N. WAS NOT A WORLD GOVERNMENT AND RELIED ENTIRELY ON ITS MEMBERS' SUPPORT.

    PLANNED SESSIONS OF THE COMMITTEE IN BAGHDAD, IRAQ, DAMASCUS AND SYRIA, WERE CANCELLED BECAUSE OF THE MIDDLE EAST SITUATION, AND THE COMMITTEE WILL RECONVENE AT THE UNITED NATIONS HEADQUARTERS EARLY NEXT MONTH. IT WILL THEN HEAR ANY PETITIONERS FROM THE BRITISH PROTECTORATES OF ADEN AND OMAN WHO TRAVEL TO NEW YORK.
