    The Soviet Union complained bitterly today about what it called hostile propaganda pumped into Russia over two radio stations financed by the United States.

    They are Radio Liberty and Radio Free Europe, both broadcasting into Russia and Eastern Europe from Germany .. carrying rock music, dentist office music, opera .. and the kind of news the Russian government dislikes .. particularly including news about dissidents and complaints about the Soviet system.

    SYNOPSIS: Radio Free Europe and Radio Liberty operate out of a huge complex of studies in Munich. They were created by the CIA in the '50's as Cold War propaganda tools: The CIA dropped out six years ago and now, though government-funded, they pursue a much more independent line.

    Their function is still an unpopular one in Communist countries; gathering..and broadcasting news of the Soviet bloc that the Soviet bloc governments don't want their people to hear.

    SAYS "THIS IS RADIO FREE EUROPE IN CZESKOSLOVENSKA; SOUND UNDER AFTER A FEW SECONDS!
    Radio Free Europe broadcasts in six languages to Eastern Europe; Radio Liberty in 16 languages to the Soviet Union. There are no ratings, as such... but its estimated that an audience of more than 16 million pick up these broadcasts.

    Millions more probably would if it weren't for jamming. The Soviet Union probably spends more on jamming than on its own broadcasting.

    What Radio Free Europe would like to do is double its transmitting power to more than 3 million watts. President Carter has endorsed a budget increase of around 15 million dollars that would give this additional transmitting capacity.

    What would this mean in terms of a bigger audience?

    In recent years, Russia has stopped its jamming of the Voice of America, as well as the B.B.C. But Radio Liberty and Radio Free Europe are under increasing attack as a form of "meddling in internal affairs."
    The stations say they are out of the propaganda business now...that their function is simply the "free exchange of information" a doctrine first adopted in 1949, then re-affirmed two years ago in helsinki.
