    THE BRITISH, GREEK AND TURKISH FOREIGN MINISTERS HELD THEIR FIRST JOINT MEETING TODAY (TUESDAY), TO MAKE LAST MINUTE PREPARATIONS FOR THE CYPRUS CONSTITUTIONAL CONFERENCE WHICH OPENS TOMORROW (WEDNESDAY).

    THE MINISTERS HELD TALKS OVER A LUNCHEON GIVEN BY MR. BUTLER, THE BRITISH FOREIGN SECRETARY. YESTERDAY MR. BUTLER HAD SEPARATE MEETING WITH HIS TURKISH AND GREEK COUNTERPARTS, MR. FERIDUN ERKIN AND MR. CHRISTOS PALAMAS.

    OTHER MINISTERS AT TODAY'S LUNCHEON INCLUDED MR. DUNCAN SANDYS, WHO WILL PRESIDE OVER THE CONFERENCE WHEN IT OPENS TOMORROW, AND LORD CARRINGTON, MR. BUTLER'S DEPUTY AT THE FOREIGN OFFICE. THE GREEK AND TURKISH AMBASSADORS IN LONDON WERE ALSO PRESENT.

    (LATEST DEVELOPMENT IN THE CYPRUS DISPUTE: LAST NIGHT, U THANT HELD UP PLANS TO SEND THE FORMER COMMANDER OF THE UNITED NATIONS EMERGENCY FORCE ON A RECONNAISSANCE MISSION TO CYPRUS, FOLLOWING OBJECTIONS BY THE CYPRUS GOVERNMENT. IN A REPORT TO THE SECURITY COUNCIL, HE SAID HE HAD PLANNED TO SEND LIEUTENANT-GENERAL GYANI (AT PRESENT IN GAZA), TO MAKE AN ON-THE-SPOT STUDY OF HOW A U.N. OBSERVER MIGHT FUNCTION ON THE ISLAND. THE ORIGINAL REQUEST FOR AN OBSERVER CAME FROM BRITAIN, GREECE AND TURKEY. CYPRUS LATER ASSOCIATED ITSELF WITH THE PROPOSAL. THE U.N. SECRETARY-GENERAL SAID THE CYPRUS U.N. REPRESENTATIVE QUESTIONED WHETHER A PRELIMINARY MISSION WOULD MEET HIS GOVERNMENT'S REQUEST FOR AN OBSERVER TO BE SENT URGENTLY FOR A THREE MONTH PERIOD.)
