    FRANCE, ITALY AND WEST GERMANY HAVE PROVIDED THE AID FOR THE NEW DEEP WATER PORT THAT WILL GIVE THE IVORY COAST AN OUTLET TO THE SEA IN THE SOUTH WEST. THE PORT'S IMPORTANCE CAN BE MEASURED NOT ONLY IN TERMS OF ITS VALUE TO EXPORTERS, BUT ALSO THE PART IT WILL PLAY IN OPENING UP THE TIMBER-RICH VIRGIN LAND IN THE AREA. SOUTH OF THE SAHARA IT IS THE LARGEST PROJECT OF ITS KIND IN AFRICA.

    MINISTERS, AMBASSADORS, AND OTHER HIGH-RANKING OFFICIALS WERE TO HAVE BEEN FLOWN FROM ABIDJAN TO SAN PEDRO FOR THE CEREMONY BUT VIOLENT LOCAL STORMS MADE FLYING IMPOSSIBLE. DELAYS WOULD HAVE MEANT THAT MANY DIGNITARIES WOULD NOT BE ABLE TO ATTEND THE CEREMONY, SO A SYMBOLIC CEREMONY WAS HELD AT THE ABIDJAN SEAMEN'S CLUB INSTEAD.

    MR. KARL WITTROCK, THE WEST GERMANY DEPUTY MINISTER OF TRANSPORT, MADE A SHORT SPEECH BEFORE M. AUGUST DENISE PLACED A SCROLL IN THE FOUNDATION STONE TO COMPLETE THE CEREMONY.
