    DEVASTATING FLOODS HAVE SWEPT THROUGH THE SMALL NEW ZEALAND TOWN OF OPOTIKI CAUSING THOUSANDS OF POUNDS WORTH OF DAMAGE TO BUSINESS AND PRIVATE HOMES.

    THE NORTH ISLAND TOWN HAS A POPULATION OF 2,700. IT HAS A LONG HISTORY OF FLOODS BUT THESE ARE THE WORST THAT THE OLDER RESIDENTS CAN REMEMBER.

    AT LEAST TWO PEOPLE HAVE BEEN KILLED, AND SEVERAL OTHERS REPORTED MISSING.

    AFTER SHOPS AND FACTORIES HAD BEEN ABANDONED BECAUSE OF THE FLOODS, LOOTING BROKE OUT AND A CONSIDERABLE AMOUNT OF CLOTHING AND GOODS WERE STOLEN. POLICE MOUNTED A GUARD IN THEN HIGH-STREET AND COVERED SHOP-FRONTS WITH WIRE NETTING.

    SEVERAL PEOPLE WERE RESCUED OFF THEIR ROOFTOPS BY A FLEET OF SMALL BOATS THAT CRUISED ROUND THE TOWN. SIXTY PEOPLE TOOK REFUGE IN AN OLD PEOPLE'S HOME, APPROPRIATELY CALLED "ARK HAVEN", WHICH HAD BEEN DELIBERATELY BUILT ON HIGH FOUNDATIONS BECAUSE OF THE RISK OF FLOODING.

    HUNDREDS OF CARS WERE ABANDONED AT THE HEIGHT OF THE FLOOD, ALL THAT COULD BE SEEN OF THOSE IN THE MAIN STREETS WERE THE TIPS OF THEIR RADIO AERIALS.

    THE GOVERNMENT HAS DECLARED OPOTIKI AND EMERGENCY AREA. NOW, AS THE WATER IS BEGINNING TO DRAIN AWAY, THE TOWN IS FACED WITH A NEW THREAT -- A WATER SHORTAGE CAUSED BY SHATTERED PIPES. FOOD, EARTH-MOVING EQUIPMENT, AND LABOURERS HAVE BEEN RUSHED TO THE AREA TO REPAIR THE DAMAGE.
