    MR HAROLD WILSON, THE BRITISH PRIME MINISTER, RETURNED TODAY (SUNDAY) FROM HIS HOLIDAYS, AND PRESIDENT BANDA OF MALAWI ARRIVED IN LONDON FOR THE MEETING OF COMMONWEALTH LEADERS DUE TO START NEXT WEEK. BESIDES THE COMMONWEALTH CONFERENCE, WHERE HE WILL FACE CRITICISM OF HIS POLICY OF SANCTIONS AGAINST THE ILLEGAL REGIME IN RHODESIA, MR WILSON FACES A MEETING OF THE TRADE UNION CONGRESS WHEN IT WILL BE HIS EMERGENCY WAGE-FREEZE POLICY WHICH WILL COME UNDER ATTACK.

    PRESIDENT BANDA IS ONE OF THE FIRST OF THE COMMONWEALTH LEADERS TO ARRIVE FOR THE CONFERENCE, WHICH WILL BEGIN ON TUESDAY, 6TH SEPTEMBER. BEFORE THEN MR WILSON WILL BE HAVING DISCUSSIONS WITH MR DUNCAN WATSON AND MR OLIVER WRIGHT, THE TWO OFFICIALS RECALLED LAST WEEK FROM TALKS IN RHODESIA. AT THE CONFERENCE MR WILSON'S POLICY OF SANCTIONS WILL BE ATTACKED BY A NUMBER OF COMMONWEALTH LEADERS WHO SAY IT HAS FAILED AND STRONGER MEASURES ARE NEEDED.

    THE DAY BEFORE THE COMMONWEALTH CONFERENCE MR WILSON WILL ADDRESS THE TRADE UNION CONGRESS. MANY UNIONS HAVE EXPRESSED STRONG OBJECTIONS TO THE PRICES AND WAGE FREEZE POLICY WHICH THE PRIME MINISTER WILL BE ASKING THE TUC TO SUPPORT.

    THE PRIME MINISTER HAS BEEN HOLIDAYING ON THE SCILLY ISLES OFF THE SOUTH WEST COAST OF ENGLAND. ON HIS RETURN HE WAS ASKED WHETHER HE EXPECTED A STORMY MEETING AT THE TUC.
