    THE IVORY COAST IS TODAY (SUNDAY, AUGUST 7) CELEBRATING THE SIXTH ANNIVERSARY OF ITS INDEPENDENCE AND TO MARK IT, PRESIDENT HOUPHOUNET-BOIGNY HAS ANNOUNCED AN AMNESTY FOR POLITICAL PRISONERS ACCUSED OF PLOTTING AGAINST HIM IN 1962 AND 1963.

    THE PRESIDENT MADE HIS FORMAL ANNOUNCEMENT OF THE AMNESTY TO A MEETING OF THE NATIONAL ASSEMBLY ON FRIDAY. NINETY-SIX PRISONERS,M INCLUDING THREE FORMER MINISTERS, WERE RELEASED. THE PRESIDENT ALSO REDUCED TO SIX YEARS THE SENTENCES PASSED ON TEN OTHERS ALLEGED TO HAVE BEEN IMPLICATED IN THE 1962 AND 1963 POTS. NINE OF THESE WERE SENTENCED TO DEATH AT THE TIME BUT THE SENTENCES WERE LATER COMMUTED TO LIFE IMPRISONMENT.

    IN AN EARLIER SPEECH, PRESIDENT HOUPHOUNET-BOIGNY SAID THE IVORY COAST, ON THE EVE OF THE ANNIVERSARY CELEBRATIONS, WANTED "TO ALLOW ITS STRAY BROTHERS TO TAKE THEIR PLACE AMONG US AGAIN.
