Background: A THREE-HOUR MONSOON RAINSTORM TODAY (SATURDAY) KEPT PEOPLE INDOORS IN THE RIOT-TORN CITY OF SINGAPORE, WHEN THE CURFEW WAS LIFTED FOR FIVE HOURS TO ENABLE PEOPLE TO SHOP FOR ESSENTIAL HOUSEHOLD SUPPLIES.

THE TORRENTIAL RAIN HELPED ARMY, POLICE AND CIVIL AUTHORITIES MAINTAIN AN UNEASY PEACE FOLLOWING THE TWO DAYS OF SAVAGE INTER-RACIAL FIGHTING IN WHICH 21 PEOPLE HAVE DIED AND AN ESTIMATED 450 HAVE BEEN INJURED.

THE CLASHES BETWEEN MALAY MOSLEMS AND CHINESE BROKE OUT ON JULY 21, THE PROPHET MOHAMMED'S BIRTHDAY - AND IN A BID TO HALT THE DISTURBANCES AN ISLAND-WIDE CURFEW WAS IMPOSED.

IN RUTHLESS POLICE AND ARMY SWEEPS THROUGH THE ISLAND, MORE THAN 1,600 MEN AND WOMEN HAVE BEEN ARRESTED FOR BREAKING THE CURFEW AND GAOLED FOR PERIODS OF TWO WEEKS TO THREE MONTHS.

PART OF THE JOINT ACTION BY THE SINGAPORE AND CENTRAL GOVERNMENTS TO RESTORE ORDER HAS RESULTED IN THE DESPATCH OF THE FEDERAL BATTALION, ROYAL MALAY REGIMENT AND THE FEDERAL POLICE RESERVE TO THE ISLAND.

TROOPS OF BOTH THE SINGAPORE AND MALAY FORCES ARE PATROLLING THE BACK STREETS OF SINGAPORE AND THE REMOTE VILLAGE AREAS OF THE ISLAND. IN SOME OF THE REMOTE AREAS BOTH CHINESE AND MALAYS FLED THEIR HOMES AND SOUGHT REFUGE AT POLICE STATIONS DURING THE FIGHTING.

IN THE MEANTIME, COMMUNITY LEADERS IN SINGAPORE HAVE SET OUT TO FORM "GOODWILL" COMMITTEES TO HELP EASE TENSION AND PERHAPS AVERT THE POSSIBILITY OF RENEWED CONFLICT ON THE ISLAND.
