    As native Africans make political advance in the British territories of Kenya, Uganda, and Tanganyika, an alien race - Asians who came to East Africa over half a century ago - are leaving, temporarily or for good, depending on the outcome of events. One thousand Indians and Pakistanis sailed from Mombasa, Kenya, Sept. 3.

    The Asians came as railway builders, but with the passing of time captured much of East Africa's retail trade, and supplied the region with many of its artisans, mechanics, carpenters, builders and clerks. But Africans generally disliked and distrusted them. This year in Uganda there has been a boycott of Asian-owned shops, and from Tanganyika came reports of threats to Asian; in Kenya - trying to strengthen their doubtful position - Asians have contributed financially to Tom Mboya's ultra-nationalist Kenya African National Union.

    But banks report a constant drain of Asiatic capital, and Passport Offices are being kept busy. Many Asians go back to the land of their birth, or of their fathers, at this time of year to holiday; many 1961 vacationers say they will wait and see whether a return to Africa is safe.
