    WHITES SPEAKING IN FAVOUR OF MR. LUTHULI APPEARED TO BE THE MAIN TARGET OF ATTACK. AFTER MANY LOUD INTERRUPTIONS THE SITUATION LOOKED LIKE DEVELOPING INTO A FIGHT BETWEEN WHITE AND COLOURED. THEN THE POLICE MOVED IN TO FORM A TIGHT CORDON ROUND THE SPEAKERS AND ORDER WAS RESTORED.

    EX-CHIEF LUTHULI, WHO WILL RECEIVE HIS PEACE PRIZE DECEMBER 10, SAID IN OSLO DECEMBER 8 THAT HE WAS IN FAVOUR OF UNITED NATIONS SANCTIONS AGAINST SOUTH AFRICA TO BRING ABOUT A CHANGE IN THE GOVERNMENT'S RACIAL POLICIES.

    LETTER HE SAID HE DID NOT HAVE MUCH HOPE FOR ANY CHANGE OF HEART BY THE PRESENT SOUTH AFRICAN GOVERNMENT, "BUT WE LAY GREAT STORE ON A CHANGE OF MIND IN THE ELECTORATE".
