    The Cyprus Constitutional Committee reached full agreement in Nicosia, Nov 10, on controversial clauses of the executive power of President and Vice-President of the new Republic - a subject hotly debated by Turkish and Greek members for more than three months.

    Relevant clauses of the Constitution were initialled by Archbishop Makarios, Dr. Fazil Kutchuk, Turkish Cypriot leader, and the Greek and Turkish leaders of the constitutional delegations, Professor Tsatsos and Professor Erim.

    At one time, the "deadlock" threatened to wreck the whole London agreement on Cyprus's future. A statement by the committee later said the agreement reached by the Constitutional Committee was "fully in accordance with the relevant sections of the Zurich agreement." The President and Vice-President would "either co-jointly or separately exercise executive power on specified subjects." These include the right of return and veto of decisions of the Council of Ministers.
