    PRESIDENT KWAME NKRUMAH OF GHANA YESTERDAY (MONDAY) ACCUSED AMERICA OF "INTERVENTION TO SUPPRESS A POPULAR UPRISING" IN THE DOMINICAN REPUBLIC. ADDRESSING THE OPENING SESSION OF THE FOURTH AFRO-ASIAN CONFERENCE IN WINNEBA, DR. NKRUMAH SAID THE DOMINICAN REPUBLIC "MAY STILL BECOME SYMBOLIC OF A NEW STAGE IN OPEN AND UNDISGUISED AGGRESSION BY IMPERIALISM AGAINST A NATIONAL LIBERATION MOVEMENT."
    BEFORE THE CONFERENCE OPENED, PRESIDENT NKRUMAH UNVEILED A 50-FT HIGH SWORDLIKE STATUE OUTSIDE THE KWAME NKRUMAH IDEOLOGICAL INSTITUTE, WHERE THE CONFERENCE IS BEING HELD. NAMED THE 'SWORD MONUMENT,' IT'S MEANT TO SYMBOLIZE "THE COMMON STRUGGLE OF THE PEOPLES OF AFRICA AND ASIA AGAINST IMPERIALISM, COLONIALISM AND NEO-COLONIALISM."
    IN HIS SPEECH, DR. NKRUMAH SAID THAT IF "WARS OF NATIONAL LIBERATION" WERE NOT TO BE TOLERATED THE PEOPLES OF AFRICA AND ASIA AND THE FREEDOM FIGHTERS OF SOUTH AFRICA, MOZAMBIQUE, ANGOLA, PORTUGUESE GUINEA AND RHODESIA "WOULD HAVE TO ABANDON THE GREATER PART OF OUR CONTINENT AND MANY MILLIONS OF OUR PEOPLE TO PERPETUAL SLAVERY."
    THE PRESIDENT URGED DELEGATES TO FIND THE BEST MEANS OF USING AFRO-ASIAN SOLIDARITY "TO COMPEL THE IMPERIALIST AGGRESSORS TO WITHDRAW FROM VIETNAM SO THAT THE PEOPLE THERE CAN DECIDE THEIR OWN DESTINY." HE SAID THAT CONTRARY TO EXPECTATIONS IN CERTAIN QUARTERS, THE BOMBING OF NORTH VIETNAM HAD FAILED TO COMPEL THE HANOI GOVERNMENT TO ENTER INTO NEGOTIATIONS AND WAS UNLIKELY TO DO SO.

    PRESIDENT NKRUMAH ALSO CALLED FOR NEGOTIATED SETTLEMENT OF THE DISPUTES BETWEEN INDONESIA AND MALAYSIA AND BETWEEN INDIA AND PAKISTAN. HE APPEALED TO PRESIDENT SUKARNO AND TUNKU ABDUL RAHMAN, THE PRIME MINISTER OF MALAYSIA, TO BRING AN END TO THE CONFLICT WHICH HAD BECOME "A SOURCE OF GREAT EMBARRASSMENT" TO AFRO-ASIANS AND A THREAT TO THEIR SOLIDARITY.

    ABOUT 400 DELEGATES WERE ATTENDING THE SIX-DAY MEETING AT THE KWAME NKRUMAH IDEOLOGICAL INSTITUTE AT WINNEBA, ABOUT 40 MILES (65 KMS) ALONG THE COAST WEST OF ACCRA. ALSO ATTENDING WERE OVER 40 OBSERVERS FROM LATIN AMERICA, EAST EUROPEAN COUNTRIES, THE ORGANISATION OF AFRICAN UNITY AND OTHER INTERNATIONAL BODIES.

    ACCORDING TO THE MEETING'S DRAFT AGENDA, THE DELEGATES WILL BE DISCUSSING "THE LIQUIDATION OF IMPERIALISM, COLONIALISM AND NEO-COLONIALISM, THE CONSOLIDATION OF NATIONAL INDEPENDENCE, NATIONAL LIBERATION AND WORLD PEACE".

    (THE AFRO-ASIAN PEOPLE'S SOLIDARITY ORGANISATION WAS FORMED IN CAIRO IN 1957. THE WINNEBA MEETING - DUE TO END MAY 15 - IS THE FOURTH OF THE ORGANISATION'S PLENARY CONFERENCES, WHICH ARE HELD EVERY TWO YEARS. THE LAST WAS IN MOSHI, TANZANIA, IN FEBRUARY, 1963.)
