    THE FOREIGN MINISTER OF CONGO-KINSHASA, M. JUSTIN BOMBOKO, TODAY (TUESDAY) SIGNED AN AGREEMENT IN BONN WITH THE WEST GERMAN FOREIGN MINISTER, HERR WILLY BRANDT, FOR A LONG-TERM LOAN OF 14-MILLION MARKS (GBP1,400,000 STERLING). AT THE SAME TIME, CONGO-KINSHASA'S PRESIDENT JOSEPH MOBUTU, ON THE SECOND DAY OF HIS WEEK-LONG VISIT TO WEST GERMANY, HAD TALKS WITH CHANCELLOR KIESINGER.

    M. BOMBOKO MET HERR BRANDT AT THE FOREIGN MINISTRY TO SIGN THE AGREEMENT. THE LOAN IS FOR THE PURCHASE OF LOCOMOTIVES, TUGBOATS FOR LAKE TANGANYIKA, AND OF IMPORTANT COMMODITY GOODS. THE TWO FOREIGN MINISTERS ALSO SIGNED A GENERAL AGREEMENT ON TECHNICAL AID FROM WEST GERMANY. A THIRD AGREEMENT, TO ENCOURAGE WEST GERMAN INVESTMENT IN THE AREA, WAS NOT SIGNED BECAUSE OF A MINOR TECHNICAL POINT.

    PRESIDENT MOBUTU, ACCOMPANIED BY MME. MOBUTU, AND MEMBERS OF HIS DELEGATION, SPENT THE MORNING VISITING BEAUTY SPOTS AND HISTORIC MONUMENTS NEAR BONN, INCLUDING BAD GODESBERG, WHERE THEY SIGNED THE GOLDEN BOOK.

    HE LATER SPENT AN HOUR WITH CHANCELLOR KIESINGER, AND DESCRIBED THEIR TALKS ON ECONOMIC CO-OPERATION AS FRANK, AMIABLE AND BROAD. DR. KIESINGER SAID THEY HAD AGREED DURING THE DISCUSSIONS THAT AN INDUSTRIAL DELEGATION SHOULD VISIT CONGO-KINSHASA SHORTLY TO LOOK INTO POSSIBILITIES OF INCREASING BILATERAL TRADE.

    PRESIDENT MOBUTU WHO ARRIVED BY AIR FROM ATHENS YESTERDAY, LEAVES FOR A SIX-HOUR TOUR OF WEST BERLIN TOMORROW. BEFORE GOING ON TO HAMBURG AND STUTTGART. HE WILL COMPLETE HIS VISIT WITH A THREE-DAY STAY IN BAVARIA.
