    Speeches of welcome from Emperor Hirohito and Prime Minister Kakuei Tanaka of Japan opened the 61st Conference of the Inter-Parliamentary Union (IPU) in Tokoy's Diet (Parliament) Building on Wednesday (2nd October).

    An estimated 500 delegates from 66 nations are attending the ten day conference, designed as a forum for discussion of the world's most pressing human problems.

    Before the conference ends on October 11th the parliamentary delegates will vote on resolutions concerning disarmament, the Middle East, the Energy crisis, population, youth education, torture and apartheid.

    In an almost inaudible voice Emperor Hirohito of Japan, now 73 years old, welcomed the delegates, hoped that their meeting would help the cause of peace, and said it was significant that the IPU had returned once again to Tokyo to hold their conference. The IPU had previously met in Tokyo in 1960 for its 49th conference.

    There followed welcome speeches from Japanese Prime Minister Kakuei Tanaka and IPU Acting President Dr. G.S. Dhillon.
