    SEQ. 6: KOH: "In the view of my delegation we should not replace the representatives of democratic Kampuchea with those of the Heng Samrin regime, because the Heng Samrin regime imposed on the Kampuchean people by the foreign forces which continue to occupy Kampuchea."



    SEQ. 7: KITTANI: "A recorded vote has been requested. I ask those in favour of the amendment, please signify. Those against. And those abstaining."

    Background: INTRODUCTION: The United Nations General Assembly has again voted to recognise the Khmer Rouge guerrilla movement as the official representative of Kampuchea -- refusing for the third time to accept credentials of the Vietnamese-backed regime of Heng Samrin. The vote on Friday (18 September) was 77-37, with 31 abstentions.

    SYNOPSIS: A number of delegations objected strongly to the decision -- saying the Khmer Rouge, under Pol Pot, committed large-scale human rights violations before they were removed from power in 1979. Vietnam's ambassador, Ha Van Lau, called for support of amendments to remove the Khmer Rouge representatives. But he was opposed by China.

    China's ambassador, Ling Qing urged the assembly to vote against the amendments. He said it attempted to deprive what he called a 'democratic Kampuchea' of its rightful seat at the United Nations.

    Singapore's Thomas Koh spoke for the Khmer Rouge.

    As Thiounn Prasith, the Khmer Rouge representative rose to speak, some delegations walked out of the chamber. Mr. Prasith said that for the third time the Assembly had rejected what he called 'arrogant defiance'.
