    British troops surrounded the Northern Ireland border town of Newry today (Friday), sealing it off in an effort to prevent the outlawed Irish Republican Army smuggling in men and guns. A large-scale Civil Rights parade is planned for the town on Sunday, and the authorities are taking advanced precautions to prevent a repeat of the bloodbath in Londonderry last week.

    However, just five miles away at the border with the Irish Republic, traffic was flowing freely past the customs posts. Officials made no effort to check for weapons.

    Despite last minute appeals from the Prime Ministers of Britain and Northern Ireland for Sunday's march to be called off, Civil Rights loaders were determined to renew their defiance of the Ulster government's ban on parades. One of the organisers was asked whether the march would cause a new outbreak of violence:
