Background: The United Nation Security Council met in emergency session Monday (16 November) on the Israeli-Syrian border dispute. Syria asked the Council to condemn Israel for the border air raid. Israel demanded that the Council ask Syria to stop threats and shooting.
Syrian Chief Delegate Fafik Asha declared "the latest action committed by Israel against my country calls for urgent action," and requested the council to "condemn Israel in the strongest terms."
Israeli Chief Delegate Michael Comay asked the council to "insist that Syrian refrain from "all further attacks upon or interference with Israel activities in the border zone and in particular firing across the border," and asked also that the Council ask Syria to refrain form "all further threats against the political independence and territorial integrity of Israel."
The two countries disagreed over which had stared the fighting which broke out on the boarder last Friday.
After hearing the ambassadors, the Council adjourned debate,until a full report on the incident was received from Lt. General Odd Bull of Norway, the chief of staff of the Palestine Truce Supervision Organization. Secretary General U Thant told the Council he had asked for the report and that he would send it tot he Council "very shortly."
