    Western Foreign Ministers arrived in Geneva July 12 for the resumption of the Berlin talks adjourned three weeks ago.

    US Secretary of State Christian Herter landed in a Boeing 707 jet airliner, first plane of this type to land in Geneva. He was accompanied by his wife who was also using crutches. She had sprained an ankle in a swimming--pool. The couple were received by American Ambassador in Berne Mr. Taylor, UN delegate Mr. Villard and American delegate at the nuclear conference Mr. Wadsworth.

    Further arrivals were Italian Foreign Minister Pella and his French counterpart Couve de Murville. Mr. Gromyko arrived first in Geneva.

    The Western Foreign Ministers met at Couve de Murville's lakeside villa for preliminary consultations.

    An optimistic note was struck by Mr. Herter who said upon arrival: "Although I do not come here with high hopes I believe it is possible, with good will on both sides, to reach an agreement. Our earlier discussions here have revealed possible elements of agreement, including special arrangements for Berlin."
    The possible agreement on Berlin which may emerge would seem to be: A reduction in the number of western troops to be retained in West Berlin, compromising between the present level of 11,000 and Gromyko's proposed number of three to four thousand; An assurance by the Western Powers not to deploy unclear weapons in West Berlin: Some restriction of subversive activities in both parts of the city:
    A guarantee of access rights;
    Supervision by a four-Power commission.
