    Cuban Deputy Prime Minister, Jose Fernandez visited Zambia last week (5 July) as part of an African tour to deliver a draft declaration for the Non-Aligned Movement's summit meeting, to be held in havana in September. As host country for the conference, expected to be attended by most of the 88-member nations, Cuba has drawn up the draft declaration which touches on the Middle East, Kampuchea and other political and economic problems.

    SYNOPSIS: Zambian officials including Defence Minister, Grey Zulu and R???uben Kananga the central committee member in charge of political and legal affairs, were at Lusaka airport to welcome Jose Fernandez. Cuba attaches great importance to the success of the September conference. As the Movement's chairman for the next three years the decisions taken at havana will govern the activities of the Movement. In the past Cuba has been accused by some pro-western members of trying to lead the Movement closer to the Moscow line on world affairs, suggesting that the Soviet bloc is the natural ally of developing nations. Yugoslavian President Josip Tito has been waging an intense diplomatic campaign to prevent a split in the Movement.

    He has been arguing that the basis of the Non-Aligned Movement remains the strict observance of neutrality between Soviet and western military blocs. Sr Fernandez spoke about his hopes for the Havana summit.
