    The political situation in the Dominican Republic has been shaken up by the return from exile of former President Joaquin Balaguer. After a secret flight from New York, Balaguer reached Santo Domingo Monday.

    He arrived at his home saying he had come to visit his dying 82-year-old mother. But soon he showed no hesitation in telling newsmen that he will be candidate for the Presidency after the Organization of American States forms a provisional government to arrange elections.

    Balaguer, who is 56, heads the Reformist Party. Some of his backers were former supporters of the Trujillo regime. He had served as Vice President and President in the Trujillo dictatorship. Despite this link with Trujillo, Balaguer is a scholar with a reputation for fairness in politics and a good grasp of economics.
