    Background: On the afternoon of May 13th, Chen Yi, Vice-Premier of the State Council, received Mr. Kenzo Matsumura, Adviser of the Japanese Liberal-Democratic Party, and his entourage. Vice-Premier Chen Yi had a friendly talk with them.

    Among those present on the occasion were Liao Cheng-chih, Hu Yu-chih, Chiao Kwan-hwa, Nan Han-chen, Chu Tunan and other leading members of various departments concerned.

    On the same evening, Liao Cheng-chih gave a banquet in honour of Mr. Kenzo Matsumura. Vice-Premier Chen Yi was present on the occasion.

    At the banquet, Liao Cheng-chih said: "Among the Japanese people the number of China's friends is increasing day by day instead of diminishing. He expressed that "It is the Chinese people's sincere hope that the current visit of Mr. Kenzo Matsumura will serve as a contribution to the promotion of friendship between the Chinese and Japanese people and the development of trade."
    In his speech referring to China's recent nuclear test, Kenzo Matsumura said that "Nuclear weapons should not be regarded as something to which the Soviet Union and the United States alone have patent right." Then he went on to say: "I see no reason just to blame China". He said that the Japanese people wish that the Japan-China relations should not go on the way they are going, but should be put on the right road. He expressed the belief that this wish of the Japanese people "can certainly be realized".
