    Justice Minister Constantine Stephanakis and Undersecretary to Prime-Minister Takis Lambrias explained today the government's views on the draft constitution of the Greek Republic during a presser at the Presidency's press room. Following a strong criticism of the Opposition parties on the constitutional decrees, particularly in regard to the powers vested in the president of the Republic, Government spokesmen said they are premature and unqualified. The Government believes that it will be able to convince both the Greek people and the Parliament, at the start of the meetings of the Constitutional Committee on January 7, 1975, that the Government's draft of the new Constitution establishes the appropriate prerequisites for the normal operation of democracy in Greece.
