    Background: Members of an international commission surveying civilian targets allegedly hit in American bombing raids on North Vietnam, visited a damaged hospital in hanoi on August 4.

    North Vietnamese officials claimed that an American aircraft ???mbad the Bac Mai Hospital last July 8, causing damage and injuries.

    Among the commission members who visited the Bac Mai Hospital and spoke to staff and patients was Mr. Ramsey Clark, the United States Attorney General under President Johnson.

    Mr. Clark is reported to have told a North Vietnamese investigator that there was absolutely no excuse for bombing North Vietnam and that it should stop immediately.

    Mr. Clark and other commission members from six countries later visited the Hansen Hospital in Thai Binh provinces, which North Vietnamese officials say was hit by eight bombs on July 31. It is alleged that three patients were killed.
