    DR. HEINRICH LUEBKE, 69, WAS RE-ELECTED WEST GERMAN PRESIDENT IN WEST BERLIN TODAY (WEDNESDAY) FOR A SECOND FIVE-YEAR TERM.

    HE WAS THE CHRISTIAN DEMOCRATIC PARTY CANDIDATE AND ALSO HAD THE SUPPORT OF THE SOCIALISTS. THE FREE DEMOCRATS, THE OTHER PARTY IN THE COALITION GOVERNMENT, HAD THEIR OWN CANDIDATE.

    AFTER THE VOTING, D. EUGEN GERSTENMEIER, PRESIDENT OF THE WEST GERMAN PARLIAMENT, OFFICIALLY ANNOUNCED THAT DR. LUEBKE HAD 710 VOTES, BY FAR EXCEEDING THE NECESSARY 522 NEEDED FOR RE-ELECTION. THE OTHER CANDIDATE, DR. EWALD BUCHER, THE WEST GERMAN MINISTER OF JUSTICE, RECEIVED 123 VOTES.

    IN HIS ADDRESS BEFORE THE VOTING BEGAN, DR. GERSTENMEIER STRONGLY REJECTED EAST GERMAN CLAIMS THAT WEST BERLIN WAS "AN UNLAWFUL PLACE" TO HOLD THE WEST GERMAN PRESIDENTIAL ELECTIONS. IN NOTES TO THE WESTERN ALLIES LAST WEEK, RUSSIA AGAIN CLAIMED THAT WEST BERLIN WAS NOT PART OF WESTERN GERMANY AND ADDED THAT THE CITY WAS A SEPARATE POLITICAL ENTITY. DR. GERSTENMEIER SAID THE DECISION TO HOLD THE ELECTIONS IN BERLIN DID NOT INTEND "TO PROVOKE."
    HE SAID: "WE MADE THIS DECISION IN LOYALTY TO THIS CITY AND TO OUR OWN HISTORY." THE TWO PREVIOUS PRESIDENTIAL ELECTIONS WERE HELD IN WEST BERLIN.

    THE FEDERAL ASSEMBLY, MEETING ONLY ONCE EVERY FIVE YEARS TO ELECT THE PRESIDENT, IS COMPOSED OF 521 MEMBERS OF THE WEST GERMAN BUNDESTAG, AND THE SAME NUMBER OF DELEGATES NOMINATED BY THE PROVINCIAL ??? PARLIAMENTS. AMONGST THOSE WHO CAST THEIR VOTES TODAY WERE THE CHANCELLOR, DR. ERHARD, THE FORMER CHANCELLOR, DR. ADENAUER, AND HERR WILLY BRANDT, THE MAYOR OF WEST BERLIN.

    DR. LUEBKE, A FORMER MINISTER OF AGRICULTURE, WAS ELECTED IN 1959 TO SUCCEED THE LATE PROFESSOR THEODOR HEUSS, FIRST PRESIDENT OF THE FEDERAL REPUBLIC.
