Background: While thousands of New Yorkers and refugees from Communist countries gathered outside the U.N. building and main streets Sept 19 on the eve of the UN General Assembly opening - the most overt hostility towards the USSR since the Cold War days - Janos Kardar, secretary of the Communist Party of Hungary, drove to his residence in pouring rain, surrounded by squads of police and security agents.
Mr. Kadar, one of the first leaders of the Communist countries to arrive in New York, accompanied Mr. Khrushchev on the Russian liner Baltika. Guarding them and other foreign leaders is the biggest security force on record in the U.S.
