    THE INTERNATIONAL MONETARY FUND(IMF) TODAY (MONDAY) SUBMITTED A REPORT TO WORKING COMMITTEE OF THE GENERAL AGREEMENT ON TARIFFS AND TRADE, PROBING BRITAIN'S RECENT SURCHARGE ON IMPORTS. THE WORKING COMMITTEE, COMPOSED OF DELEGATES FROM 18 COUNTRIES, IS MAKING AN INTENSIVE STUDY OF THE BRITISH MOVE AND ITS EFFECTS ON WORLD TRADE.

    THE REPORTS IS UNDERSTOOD TO BE IN TWO PARTS. ONE IS DATED LAST JUNE, AND THE OTHER COVERS THE PERIOD FROM MID-YEAR TO THE PRESENT TIME. THE CONCLUSIONS REACHED BY THE FUND ABOUT BRITAIN'S FINANCIAL SITUATION AND THE MEASURES SHE HAS TAKEN TO REMEDY IT WILL BE DISTRIBUTED TO WORKING COMMITTEE MEMBERS TOMORROW.

    THE 18 COUNTRIES INCLUDE BRITAIN AND IT IS UNDERSTOOD THAT MUST OF THE DISCUSSIONS WILL CONCERN THE 15 PER CENT IMPORT SURCHARGE.

    AFTER TODAY'S MEETING, CONFERENCE SOURCES STATED THAT BRITAIN'S 1964 BALANCE OF PAYMENTS DEFICIT WAS STILL EXPECTED TO BE BETWEEN 700 AND 800 MILLION POUNDS STERLING. THIS IS THE FIGURE ESTIMATED BY THE LABOUR GOVERNMENT WHEN IT IMPOSED THE SURCHARGE.
