    East and West Germany officially exchanged envoys on Thursday (June 20), but their credentials were accepted in Bonn and East Berlin with different ceremonies underlining the continuing differences between the two countries.

    East Germany's official representative, Doctor Michael Kohl was told not to wear a top hat and morning coat when he presented his credentials to the Bonn Government. The action was taken to show West Germany's contention that the East German state is not a foreign country and therefore Dr. Kohl is not an ambassador.

    Unlike Bonn, East Germany adhered closely to traditional diplomatic protocol to demonstrate that its relations with East Germany were no different than those with other states.

    The exchange of envoys marks a new era of direct negotiations between the two countries. The ceremony has been delayed several times. The latest came after the discovery that East Germany had infiltrated a spy into the inner ring of West Germany's Government.
