    THE THIRD CONFERENCE OF THE EUROPEAN MINISTERS OF JUSTICE BEGAN THREE DAYS OF MEETINGS IN DUBLIN YESTERDAY (TUESDAY).

    THE DELEGATES ARE TO DISCUSS A NUMBER OF IMPORTANT LEGAL TOPICS, PARTICULARLY THOSE DEALING WITH THE RULES OF FOREIGN LAW WHEN ALIENS APPEAR BEFORE NATIONAL COURTS. IT HAS BEEN RECOGNISED THAT THIS QUESTION IS BECOMING INCREASINGLY IMPORTANT AS MORE AND MORE EUROPEANS MOVE TO COUNTRIES WHICH ARE NOT THEIR OWN.

    ALSO ON THE AGENDA IS A DISCUSSION ON THE INTERPRETATION OF VARIOUS EUROPEAN TREATIES. IN THE PAST FEW YEARS MANY MULTILATERAL CONVENTIONS HAVE BEEN CONCLUDED DESIGNED TO UNIFY AND HARMONISE NATIONAL LEGISLATIONS. HOWEVER TEXTS HAVE BEEN SUBJECT TO DIFFERENT INTERPRETATIONS BY VARIOUS NATIONAL COURTS, AND THE COUNCIL IS TO DISCUSS METHODS OF HARMONISING THE INTERPRETATION OF THESE TREATIES.

    THE QUESTION OF JUVENILE DELINQUENCY WILL ALSO COME BEFORE THE COUNCIL IN A DEBATE ON CRIMINOLOGY. IN THIS DEBATE DELEGATES ARE EXPECTED ALSO TO DISCUSS PUNISHMENTS FOR ROAD TRAFFIC OFFENCES -- WHICH THEY ARE SEEKING TO MAKE UNIFORM THROUGHOUT EUROPE.
