MOI: "My visit here was merely to consolidate our solidarity with the people of Ethiopia. Traditionally we have been great friends, and that friendship has been cemented further by my visit here, and the solidarity between the two countries is now stronger than ever.

"Kenya's territorial integrity must remain as such. Somalia's expansionism can never be accepted by Kenya. We join Ethiopia in their declaration to that effect. Until Somalia renounces claims over Kenya and Ethiopia -- Ethiopian territory..... Ogaden -- there will be more co-operation."

Under article five of the new co-operation and friendship agreement which the two leaders signed in Addis Ababa, Kenya and Ethiopia have pledged themselves to oppose any country they believe to be pursuing expansionist policies. With Soviet and Cuban aid, Ethiopia last year defeated Somali troops in the Ogaden Desert region of eastern Ethiopia, where the ethnic population is largely Somali. Colonel Mengistu says peace in the Horn of Africa will only prevail when the Mogadishu government publicly renounces what he calls its "expansionist designs" over Ethiopia, Kenya and Djibouti.
