Background: President Yahya Khan of Pakistan was greeted at Moscow airport by Russian President Nikolai Podgorny and Prime Minister Alexei Kosygin when he arrived at the head of a small delegation on June 22nd, on a four-day visit.
The President himself took part in talks with the Russian leaders as soon as he arrived. He gave a lunch in Moscow for them the next day, and visited Leningrad on the 24th.
The President and his team are understood to be seeking a larger Soviet commitment to Pakistan's development efforts.
A Tass report of June 23rd, said the talks were attended by Mr. R. Semyon Skachkov, Chairman of the Soviet State Committee for Foreign Economic Relations, and first deputy Foreign Trade Minister Mikhail Kuzmin.
On the Pakistani side were Mr M.M. Ahmed, Vice-Chairman of the Planning Commission; and Mr. S.M. Yusuf, Chairman of the Metallurgical Corporation of Pakistan, Tass said.
Soviet experts are currently studying the feasibility of a projected steel mill in Karachi, and it was understood that plans for the plant were also under discussion.
